From your ‘My Goals’ dashboard click on the ‘New Goal’ button. Then in the ‘Create New Goal’ pop-up select the ‘Create for user’ switch and select the user you want to create the Goal for in the drop down list.

Search the user you want to create a Goal for in the main green search box. Then, on that user’s About Page under their Goals tab, click on the main ‘New Goal’ icon or the ‘Create new Goal’ link under a specific Goal Category.
